The planning permission granted on 26 August 2009 is for the following:
  • Hotel and conference centre
  • Community Building
  • Offices comprising a main building and starter units
  • Regional distribution centre (863,000 sq.ft)
  • Biomass facility
  • Variety of smaller warehouse units
  • 40 metre landscape buffer running along the entire western boundary
  • 60 metre landscape buffer to Red Post Lane
  • Acoustic screening
The planning permission is accompanied by legal agreements which include[OR guarantee the delivery of]:
  • Major improvements to the Hundred Acre Interchange prior to occupation
  • A vehicle routeing agreement to be monitored and enforced by an automatic number plate recognition (ANPR) system with fines for any breaches
  • Noise mitigation measures along the A303
  • £2 million towards local transport initiatives throughout the town
  • £400,000 towards a Green Travel Plan
  • A £500,000 Skills Training and Development package
  • A £200,000 contribution to public art
The planning application was supported by a wealth of technical information assessing the impact of the development on the environment, most notably:
  • Transport
  • Noise
  • Air quality
  • Ecology
  • Visual impact
All of the technical assessments were signed off by the relevant authorities, including the Highways Agency, Hampshire County Council, the Environment Agency, Natural England and Test Valley Borough Council.
